10 watt solar panel

if i build a solar panel that produces 600 watts I could run 10 bulbs 60 watts each correct?
I would like to know if the 600 watts is being produced an hour or per minute. Say I use 1 kilowatt a month as an example. Would 600 watts be subtracted from the 1000 watts which equals 1 kilowatt in that month therefore I would only pay for 400 watts used from the grid. Is that right can someone educate me on this topic please!
Kind of close; your wiring will produce some resistance, so therefore you are only getting close, but it will reduce bill considerably.
